Nathan has more than 19 years of service to state and local governments in IT and project management with expertise in financial and compliance auditing, human resources, activity-based costing, process improvement services, internal control reviews, project management, and consulting. His work with public sector organizations includes helping them select, acquire and implement ERP systems for finance, procurement and human resources management. Before coming to ISG, Nathan held positions in state government and commercial enterprises, including a Big 5 accounting firm. Nathan is a certified Project Management Professional (PMP) and a licensed CPA in the State of Texas.

What he does at ISG

Julien oversees ISG’s IT and technology consulting and advisory teams across South Europe, Middle East and Africa with a strong focus on Italy. He works to make sure that clients are using the right technology to optimize your internal IT operations, including workflow, efficiency, and that they’re getting the most from every interaction with their technology service providers.

Past achievements for clients

• Mediating a volatile exit negotiation between a client and their service provider, resulting in a win-win outcome in which the relationship was rebuilt on a new, more sustainable basis, and the costs and operational disruptions of changing providers were avoided. 

• Overseeing a team that developed a new methodology for assessing IT cost structure for a major European insurance firm, which was implemented across the US, Europe and Asia.

• Benchmarking a major utilities client for their international IT operations, helping them understand their priorities for improvement in their transformation to an agile enterprise,.

Kirk Teal is Partner of ISG Public Sector and has over 26 years of public sector experience, including 20 years of experience in the design, development, implementation and support of financial and procurement applications designed for public sector entities. He has expertise in the following functional areas: general ledger, accounts payable, budgetary control, budget preparation, grant and project accounting, purchasing, inventory management, and asset management. Kirk has considerable experience in assisting state and local governments, and institutions of higher education in evaluating ERP software offerings and implementation/integration services firms. 

Randy Meek is a Partner with ISG Public Sector.

Jill has more than 20 years of experience providing IT, governance, project management and oversight services to government and private sector organizations. For the last seven years, she has worked with state governments in the planning, design, development, implementation, enhancement and support of Human Capital Management (HCM) and payroll-related systems and solutions. Her expertise includes benefits, compliance, Affordable Care Act (ACA) reporting, Financial Systems Collections and Disbursements, upgrades and infrastructure migrations. She also has deep knowledge of governance, project management, consulting, contract negotiations and vendor management, quality assurance, business process improvement and change management. She has managed multiple large, complex initiatives and has worked closely with business executives and government leaders to improve operating efficiency and supportability, reduce costs and enhance revenue and compliance through technology-related initiatives. 

Deepraj Emmanuel is the Director for Asia at ISG. This entails working closely with a number of enterprises in Asia towards a holistic improvement of their overall posture through key transformation initiatives underpinned by proactive risk mitigation using leading edge solutions towards incremental agility, driving innovation and collaboration together with key solution partners and managed services providers. Having managed senior leadership roles in the region with global technology providers like IBM, HP and Sun Microsystems, Deepraj has extensive experience in successfully driving differentiated strategy and execution for some of the largest initiatives in Asia, focused on helping organizations strategically plan and undertake a risk averse approach to large, complex technology-enabled business transformations.

John Cook has been a Director in the ISG Public Sector Practice for more than fourteen (14) years, and has over thirty (30) years of proven experience in enterprise application software procurement, analysis, software design, project management, quality assurance, and implementation, with the last eighteen years working on public sector enterprise software projects in an advisory role. His recent public sector experience includes business case and requirements development, RFP authoring and procurement support, ERP vendor evaluation/selection, contract negotiations, cultural change management, and project management/quality assurance responsibility. He has recent experience evaluating software-as-a-service, cloud-based, and hosted systems for clients

Mark Fairbank is an accomplished consultant who has led large-scale public and private sector projects implementing ERP functions including financial, procurement, payroll, HR and employee benefits; organizational change management; and shared services design, development and management. Mark has also led ISG teams delivering independent validation and verification (IV&V) to clients. Mark has been employed by state governments of New Hampshire and Massachusetts, where he contributed as a statewide payroll manager, implementation manager, chief financial manager, and general manager.   He has over 20 years of experience in project management on large-scale systems integration projects and operations, including solutions offered by CGI, Infor, and Oracle. 

Joe has more than 15 years of leadership experience in the public sector managing Enterprise Resource Planning (ERP) implementations for state and local governments. He is highly proficient in assessing the technological needs of the client and recommending the appropriate ERP solution. He is an expert in creating a project plan and monitoring deliverables, communicating status reports to executive management and training users on new software. In addition, he has authored many solicitation documents for his clients and successfully negotiated software and implementation contracts for numerous public sector clients. 

Alex Perry is a thought leader in identifying, sourcing, implementing and sustaining pragmatic technology solutions in the public sector industry. He is passionate about leveraging emerging digital solutions to improve services for stakeholders across state and local governments. Focusing on processes before technologies, Alex works with public professionals to identify impactful and lasting process optimization opportunities to unlock the true potential of IT investments. His experience includes strategic planning and development, business analytics strategy, solution development and adoption, ERP planning and optimization, project management, and transformation management. Though he began his career in the public sector as a Business Analytics Director for a large state agency, prior to joining ISG Alex transitioned to consulting as a Director for one of the world’s largest IT and business consulting firms. At ISG, he continues to further his reach and impact by serving government clients across the nation.

Willo Laurel has over forty (40) years of public sector experience including twenty-six (26) years in the design, development, implementation, customization and support of financial, procurement and human resources applications designed for public sector entities.  She has expertise in the following functional areas: general ledger, accounts payable, budgetary control, budget preparation, grant and project accounting, cost allocation, purchasing, inventory control, transportation assets, labor distribution, and payroll.  Willo has hands-on experience with CGI Advantage, SAP, Infor, and Oracle PeopleSoft Enterprise, and has evaluated many other first and second tier software packages.
